If a shinki character is interested in being matched up with any gods, then they are more than welcome to fill out a sheet. The matchmaking service is available to everyone, not only shinki who are staying at the sanctuary. It is made more than clear that if there are any shinki who want to nora, the sanctuary won't judge.
